To approve the National Energy Strategy 2020 (ENE 2020) which is set out in the annex to the present resolution and forms an integral part thereof.

To adapt the regulamentary frameworks applicable to renewable energies so as to incorporate the alterations to the market context and the technological gains verified in the various fields, creating conditions for compliance with the global goals established by the programme of the 18th Constitutional Government in a context of energy efficiency and economic sustainability.

To develop, in the context of the application of the National Strategic Reference Framework and of the other instruments supporting economic development, support lines for industrial investment in the field of renewable energies and the promotion of energy efficiency and for the increase in exports in these areas.

To create, in the context of the Directorate-General of Energy and Geology, a permanent planning and monitoring system for the demand and supply of energy, so as to optimise the integrated management of the resources available.

To promote the alteration of the legislative framework which leads to the progressive extinction of the regulated tariffs in electricity and gas, introducing, as a complement, robust mechanisms for promoting competition e and access to a social tariff for more vulnerable consumers.

To promote the fiscal adjustments required to incentivise practises and behaviour which leads to greater energy efficiency.

To launch a campaign for the dissemination and public debate of the National Energy Strategy for 2020 (ENE 2020), fostering a mobilising movement for the modernisation of the Portuguese economy around the objective to consolidate the position of Portugal as a Country which is a leader in sustainable energy and contribute to promoting an active participation of Portuguese society in the formulation of the National Plan for Climate Change (PNAC), in the revision and updating of the National Action Plan for Energy Efficiency (PNAEE) and the formulation of the National Action Programme for Renewable energies (PNAER).
