Portugal is committed to a strong policy to make residential and service buildings more efficient, being one of the leaders in the implementation of the Energy Efficiency Directive in Buildings.

This sector shall be strengthened by the penetration of the production of renewable energies (solar thermal, solar photovoltaic, micro-wind) and the use of the Energy Certification process as an instrument which was vital to improve the energy performance of buildings.

In this regard, the urban rehabilitation process involves a great potential for energy efficiency gains, meaning that the synergies will be promoted between the two fields of public action, to wit in terms of the instruments and priorities as regards financing. In Housing Policy too the concerns shall be reinforced with sustainable construction to improve the thermal comfort of houses.

The National Energy Strategy envisages that by 2020 35% of buildings will have high energy efficiency levels owing to the goals which have been set:

  • Requirement to integrate solar thermal systems in all new buildings.
  • Strong plan supporting solar thermal which has allowed installed capacity to be tripled annually
  • Energy rehabilitation programmes at over 200 schools
  • Distribution of over 5 million energy saving bulbs to underprivileged families.
